Please read these Terms of Use carefully before using the App. By tapping "Accept", you confirm that you have read, understood, and agree to these Terms in full. If you do not agree, do not use the App.
1. Description of Service
SafeIsland CY is a community-based wildfire monitoring and reporting application for the territory of the Republic of Cyprus. The App allows users to submit and view fire incident reports contributed by the community, and to receive alerts about nearby incidents.
The App is provided free of charge for public safety awareness purposes. It is not a commercial service.
2. Informational Purpose and Disclaimer
The App is an informational tool only. All incident data displayed in the App is submitted by community members and has not been verified, confirmed, or endorsed by the developer.
The developer is not a government authority, civil defence agency, fire service, or any other body officially authorised to monitor or respond to emergencies.
No information in the App is official, verified, or guaranteed to be accurate or current. Fire conditions can change within minutes. Information displayed may be outdated, inaccurate, or false at the time of viewing.
The developer accepts no liability for any direct or indirect harm, loss, injury, or damage arising from use of or reliance on information in the App, or from the App being unavailable at any time.
3. Not a Substitute for Emergency Services
The App is not a substitute for official emergency services. In any life-threatening situation or emergency, contact the relevant authorities immediately:

Do not base evacuation decisions, safety decisions, or any other life-or-safety decisions solely on information from this App. Any such decisions made on the basis of App data are made entirely at your own risk.
4. User Accounts
To submit incident reports, you must create an account using a valid email address. You are responsible for:
- Maintaining the confidentiality of your account credentials
- All activity that occurs under your account
- Ensuring that the information you provide during registration is accurate
You must not create accounts on behalf of others or use another person's account without their permission.
5. User-Generated Content
5.1 Your Responsibilities
By submitting an incident report, you confirm that:
- The information is accurate to the best of your knowledge
- The submission is made in good faith and is not intended to mislead
- You are not in a zone of immediate danger at the time of submission
- The report does not contain personal data of third parties (such as names, addresses, or identifying details of individuals)
Submitting knowingly false incident reports may constitute an offence under the laws of the Republic of Cyprus and may result in account termination.
5.2 Licence Grant
You retain ownership of any content you submit, including photographs. By submitting content to the App, you grant the developer a non-exclusive, royalty-free, worldwide licence to store, display, and distribute that content within the App for the purposes for which it was submitted. This licence ends when the content is deleted.
5.3 Prohibited Content
The following content is strictly prohibited in any user submission:
- Nudity or sexually explicit material
- Graphic violence or gore
- Hate speech or discriminatory content
- Content that harasses, threatens, or targets individuals
- Deliberately false or misleading incident reports
- Spam or promotional material
- Any content unrelated to fire incidents or the operational purpose of the App
The only acceptable media (photos, videos) is content that directly documents a fire incident or its immediate surroundings.
6. Reporting Illegal Content and Terms Violations
6.1 If you believe that any content made available through the App, or any user behaviour on the App, is illegal, infringes the rights of another person, or violates these Terms, you may report it to the developer electronically by using the reporting functionality available in the App, where available, or by email:

- Subject: "Content Report" or "User Report"
6.2 To help the developer review your report, please include, where possible:
- a) a sufficiently substantiated explanation of why you believe the content or behaviour is illegal, infringes rights, or violates these Terms;
- b) a clear indication of the exact location of the content, such as the relevant URL, user profile, post, message, incident ID, screenshot, or any other information reasonably necessary to identify the content or behaviour;
- c) your name and email address, except where this is not required by applicable law; and
- d) a statement confirming that you have a good-faith belief that the information and allegations in your report are accurate and complete.
6.3 If your report contains your electronic contact details, the developer will confirm receipt of the report without undue delay.
6.4 The developer will review reports and take decisions in a timely, diligent, objective, and non-arbitrary manner, taking into account the nature of the reported content or behaviour, the urgency of the issue, applicable law, these Terms, and the rights and legitimate interests of all parties involved.
6.5 Following its review, the developer may take any action it considers appropriate and proportionate, including no action, removing or disabling access to content, reducing the visibility of content, issuing a warning, suspending or terminating an account, restricting access to features, or taking other measures permitted under these Terms and applicable law.
6.6 Where the developer takes action against content or a user account because it considers the content to be illegal or incompatible with these Terms, and where the developer has the relevant electronic contact details, the developer will provide the affected user with a clear and specific statement of reasons, including, where applicable, the measure taken, the facts and circumstances relied on, whether automated means were used, the legal or contractual basis for the decision, and information on available appeal or redress options.
6.7 Where required under applicable law, users and reporting persons may challenge certain moderation decisions through the developer’s internal complaint-handling process free of charge for at least six months from the date on which they are informed of the decision. Complaints may be submitted by replying to the decision notice or by contacting support@safeisland.app with the subject "Moderation Appeal". The developer will handle such complaints in a timely, diligent, non-discriminatory, and non-arbitrary manner, under the supervision of appropriately qualified staff and not solely by automated means.
6.8 Where required under applicable law, the developer will also provide information about any available out-of-court dispute settlement mechanisms or other redress options.
6.9 Reports submitted by entities formally designated as trusted flaggers under the Digital Services Act will be processed with priority, where applicable.
6.10 If the developer becomes aware of information giving rise to a suspicion that a criminal offence involving a threat to the life or safety of a person has taken place, is taking place, or is likely to take place, the developer may inform the competent law enforcement or judicial authorities and provide relevant information as required by applicable law.
7. Account Suspension and Termination
The developer reserves the right to suspend or permanently terminate any account, without prior notice, in cases including but not limited to:
- Submission of false or malicious incident reports
- Posting prohibited content
- Harassment of other users
- Any other violation of these Terms
Termination does not entitle the user to any compensation. The developer's decision on account termination is final.
8. Service Availability
The developer does not guarantee uninterrupted availability of the App. The service may be unavailable due to maintenance, technical failures, internet connectivity issues, or other reasons, including during emergency situations.
The developer accepts no liability for any consequences arising from the App being unavailable.
9. Location Data and Accuracy
Location data displayed in the App is derived from user-submitted reports and may contain inaccuracies. The developer accepts no liability for harm arising from inaccurate location information.
The App requests access to your device location only at the moment of incident report submission. It does not track your location continuously or in the background. Full details are set out in the Privacy Policy.
10. Geographic Scope
The App is intended for use within the territory of the Republic of Cyprus. Use of the App outside this territory, or for purposes other than those described in these Terms, is at the user's own risk.
11. Intellectual Property
All App content created by the developer — including design, interface, text, map layers, and software — is the intellectual property of the developer and may not be reproduced, copied, or distributed without prior written permission.
User-submitted incident reports remain the property of their authors, subject to the licence granted in Section 5.2.
12. Privacy and Personal Data
Use of the App involves the collection and processing of certain personal data. This is governed by our Privacy Policy, which forms an integral part of these Terms and is available at:

13. Age Restriction
The App is intended for users aged 16 and over. Users aged 13-15 may use the App only with the consent of a parent or legal guardian. The App is not directed at children under the age of 13.
14. Limitation of Liability
To the maximum extent permitted by applicable law, the developer shall not be liable for any indirect, incidental, special, or consequential damages arising out of or in connection with use of the App, including but not limited to loss of life, personal injury, property damage, or loss of data.
Nothing in these Terms excludes or limits liability for death or personal injury caused by gross negligence or wilful misconduct.
15. Changes to These Terms
The developer reserves the right to modify these Terms at any time. Changes will be communicated via the App or by email where material. Continued use of the App after changes take effect constitutes acceptance of the updated Terms.
16. Governing Law
These Terms are governed by and construed in accordance with the laws of the Republic of Cyprus. Any disputes arising under these Terms shall be subject to the exclusive jurisdiction of the courts of the Republic of Cyprus.
